Sometimes yes Jon, money can be better spent on a replacement machine but we don't know the setup or history of the machine - if it runs well for the owner and perhaps they've spent money upgrading it in the past, it may be best to replace the screen if that truly is all the issue is hence best to get in touch with a good engineer and let them help. A new screen can be sourced for £60 or less.
Any good computer repair engineer should be able to supply and fit a new screen for you (which does sound like the best option). Where are you based? Do a search on here and see what engineers come up in your area.
