Does this error come up at random or is it associated with some event like opening a particular program or file?
I'm going to assume for the time being that your system is running Windows XP. My first thought is that the Windows Cryptographic services aren't running. You can check this as follows: First we must just check the Cryptographic Services is actually running on your machine. To do this: Start the Administrative Tools utility in Control Panel. Double-click Services. (this will open the services window) Right-click Cryptographic Services, and then click Properties. It should show that it is set for Automatic startup and has started. If not, click Automatic for Startup type, and then click Start. If the service refuses to start then there is some additional work that needs to be done. But, you need to say whether you are using XP home or XP Professional
