A new laptop isn't necessary - save your money! It sounds like your Windows installation is damaged. You just need to reinstall Windows from the recovery CD. If you're getting no response when you boot the PC with the restore CD in the drive, then you probably need to press F12 or C when the PC is turning on to get the boot menu and then select CD. If all else fails, I'd call in a PCIQ professional because this problem could be fixed for far less than £200. I hope this helps!
