Hard to make out what it does, but I'd guess at a memory stick holding a bunch of internet shortcuts.
In which case, if I'm right, then you're right. It won't "work". Its just a list on a memory chip......total waste of money

I think the two 'one star' ratings from dissatisfied Amazon customers may be a clue.
