3G Dongle Can't Connect On A Laptop

Hi, my friend had just bought a 3g dongle, it is not working on his HP laptop but it is working on all other laptops, so when he enters the dongle and presses connect it says connecting please wait and nothing happens, therefore he removed and re-installed the software and nothing changed.
the coverage is perfect and there is a signal.
no problems with the anti virus.
wifi works perfectly.
so what could the problem be?

It is not for me, it is for my friend in Lebanon and the problem is not about the location, it is from the laptop, and I also can't find any solution for it on the net.
