3 dongle failing on shutdown/turnon

A friend of mine asked me to put kapersky internet security on his pc and all seemed well.

But now he has a problem with his 3 connect dongle. When he turns his pc on his dongle will not connect to the net, even if I right click the taskbar network icon and then try to connect to the 3 connect network manually it will say it cant. If we uninstall the driver and reinstall it the dongle will work fine even after a restart. But if we turn the pc off and on again then we are back to no connection and have to uninstall and reinstall the driver again to make it work any ideas why it seems to loose the settings when the power is off?

What happens if you (temporarily) uninstall Kaspersky Internet Security? I have certainly seen this program give problems with wifi connections by assuming any wifi connection is public, so there might be some sort of false positive with the 3 dongle software.

I did think about that, the problem is his dongle download rate is not much faster than dial up due to his location, so getting the updates would be a nightmare again...but might be the only way and will try that.

I took my laptop to his and tried the dongle on it and had no problems at all
